PANAJI: Pointing out that the Goa Medical College and Hospital (GMC), Bambolim is one of the best government hospitals and competes with private sector hospitals on many parameters, Chief Minister Manohar Parrikar said that after commissioning of the proposed 520-bedded super speciality block (SSB), it will be counted in top hospitals of the country.
Parrikar, on Tuesday, laid the foundation stone for the construction of the super speciality block of GMC. The block will be built under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) at an estimated cost of Rs 386 crore on a plot admeasuring 52,530 square metres and is expected to be completed in the next two years.
The new infrastructure will help the GMC provide treatment to patients needing super speciality healthcare and will give a major boost to the healthcare in the state. Endocrinology, nephrology, urology, neurology, medical gastroenterology, paediatric surgery, plastic surgery, neurosurgery, cardio thoracic and vascular (CTVS) surgery, cardiology, and surgical gastroenterology departments will be housed in the block. It will also have a library, seminar hall, OPDs, emergency, diagnostics, MRI and CT, pharmacy and physiotherapy.
Parrikar said that the block will be of world class and cost around Rs 500 crore and maximum amount will be sanctioned by the central government. The Goa government will also provide finance and ensure that the project is completed on time. He informed that the Centre has also sanctioned Rs 44 crore to set up regional cancer centre in Goa.
Justifying the decision of charging outstation patients in state-run hospitals, Parrikar claimed that five per cent workload on GMC has been reduced and also the hospitals have earned over Rs 30 lakh.
He also claimed that the central government has formulated the flagship National Health Protection Scheme under which Rs 5 lakh cover will be provided a year to 10 crore poor and vulnerable families in the country under Ayushman Bharat Scheme based on the state’s popular Deen Dayal Swasthya Seva Yojana.
Parrikar stressed on the need to bring in discipline and control in maintaining the hospital. He also said that vendors stationed outside GMC premises would be shifted to some other proper place.
The Chief Minister said that Centre’s contribution to the state budget was 40 per cent. He went on to add that the state will receive around Rs 3,700 crore from the Centre during this financial year. He also said that the Centre will spend Rs 25,000 crore on various developmental works over the next five years. He also informed that the Minister of Environment, Forest and Climate Change and Earth Sciences Dr Harsh Vardhan has approved Rs 60.31 crore for River Sal cleaning project.
Health Minister Vishwajit Rane said that just because the vendors are poor, it does not mean that they can conduct business on the road. “If required I will provide them with proper place to carry out their business,” he said in presence of St Andre MLA Francisco Silveira and St Cruz MLA Antonio Tony Fernandes requesting them not to oppose this move of the government.
Rane said that the government will form a core group to monitor the construction of the block.
“Doctors who left GMC are looking to rejoin, this block will not only create new jobs but also it will create new openings for specialists. I assure Goans that we will deliver on all fronts,” he said.
Rane said that hospital management information system will be taken up during this year in all government hospitals starting with GMC.
Speaking on the occasion, Francisco Silveira demanded that people from his constituency should be preferred for jobs in the proposed block while Antonio Tony Fernandes urged health department to include foot care unit for diabetes patients in the block.
