Youth crave for govt jobs, over 42 lakh applications in 2016-17

Stating that there has been increased interest among the youth to apply for government services, the chairman of the Union Public Service Commission (UPSC) David Syiemlieh said that this has been substantiated by the fact that the overall number of such candidates has increased from around 34 lakhs in 2015-16 to more than 42 lakhs in 2016-17.
Speaking further, Syiemlieh said that in order to maximise the use of Information and Communication Technology (ICT) in examination process, the UPSC arranged 24 Computer-based Recruitment Tests (CBRTs) in 2016-17, in comparison to 16 such tests in 2015-16. “The revision of syllabus is also very important and I would encourage the state public service commissions to pay attention to the update of their syllabus,” he added.
“The revision of syllabus for various examinations conducted by the UPSC is a continuous process, to ensure that the candidates recruited for various positions in the government are capable enough to rise up to the expectations of the changing global, economic and social environment,” the UPSC chief stated, observing that the UPSC has revised the scheme and syllabus of the engineering service examination from the year 2017.
“The examination has now been arranged in three stages, namely preliminary examination, main exam and interview, which has been well accepted by all the stakeholders,” he stated, noting that the revision of syllabus for other structured examinations as conducted by the UPSC, is well underway.
Syiemlieh maintained that it is also very important that the commissions attract the best talent into the government sector for better administration of the government policies and the programmes; this happening with a fair and transparent system of selection process. “From this year, starting with the engineering service examination recently held by the commission, jammers were installed at the examination venues to weed out unfair practices adopted by some unscrupulous candidates,” he noted.
Addressing the opening session of the 20th National Conference of the Chairpersons of the State Public Service Commissions, in the city on Friday, the UPSC chairman said that the conference is very useful for the UPSC for exchange and sharing of information in areas of mutual interest and concerns. “This conference has played a catalytic role in improving the functioning of the public service commissions, through sharing of experiences,” he added.
“The foremost challenge among us is to recruit the right kind of manpower for the government in the face of the fast changing economic and social scenario in the country, while maintaining the highest standard of integrity and fair play in our actions, and make the system of recruitment transparent so much to ensure that the trust earned over the years is sustained,” the UPSC chairperson stated, maintaining that in recent times, there is a greater focus on efficient management of government resources and effective public delivery system to meet the growing expectations of the public, and also the aspirations of the country, particularly the youth to take a leading role globally.
“For this, we have to equip ourselves to take all necessary steps to meet these expectations,” Syiemlieh said, mentioning that therefore, there is a need for continuous revaluation, redesigning, innovation and development of a flexible system of selection. “In this direction, the UPSC has taken steps to strengthen the single window system for bringing about transparency and to compress the time for completing the entire recruitment process, besides creating e-documentation of various civil posts, serving as a database of recruitment rules, introduction of ICT in the examination system to connect all stakeholders, and finally, supporting the process and activities to make the functioning of the commission more efficient, effective, transparent and candidate-friendly,” he noted.
“The effort to strengthen the delivery system is a continuous one,” the UPSC chief stated, maintaining that to achieve the targets, the UPSC has further curtailed the time taken in various examination processes by speeding up the seizures and re-engineering others, as a result, in comparison to the year 2015-16, the UPSC has reduced the processing time for the year 2016-17 from 226 days to 202 days in direct recruitment cases; 91 to 81 in-disciplinary cases; and 18 to 17 days for the approval of recruitment rule proposals.
On a concluding note, Syiemlieh said that the UPSC is keen to strengthen its ties with the state public service commissions.
